DE Advisory Board, Dr. David Stoudt
Bio: Dr. David Stoudt is a Booz Allen Hamilton Senior Executive Advisor and Fellow for Directed Energy, providing scientific and business leadership to advance directed energy (DE) capabilities for the warfighter. Elected to the BoD and served as the President of the Directed Energy Professional Society, 2018-2024. Since 2023, he has served on the Advisory Board of the Directed Energy Center at UNM. He served in the Department of the Navy for 32 years, the last 12 of which he held an executive ST position as the Navy’s first Distinguished Engineer for Directed Energy. He established and technically directed several high-power microwave (HPM) and high-energy laser development programs, including airborne electronic attack, counter-Improvised Explosive Devices (CIEDs), DE lethality efforts, and the Navy’s Laser Weapon System (LaWS) that was deployed on the USS Ponce. He developed and deployed to Iraq with several HPM CIED systems, representing the first-ever combat employment of DE weapons. Dr. Stoudt received a B.S. (Summa Cum Laude), M.S., and Ph.D., in Electrical Engineering, from ODU.
